In 2020, the Russian government launched a federal funding program to support the development of domestic tourism. One of the funded initiatives focused on strengthening the touristic potential of towns and cities along the Volga River.
Working with regional authorities, the project team selected cities for the first implementation phase and conducted research to identify their unique characteristics and touristic potential. As a result, 23 master plans were developed, accompanied by implementation roadmaps and a regional-scale transport strategy integrating the towns into a coherent network.
